With reference to your despatch No. 697

Confidential (F 2520/15/10) of the 20th August last,

relative to the export of aircraft from France to China,

requesting information as to the utilisation since the

bæinning of 1924 of French aeroplanes for military

purposes in China, I have the honour to state that my telegramaNo.280 and 281 of the 1st October reporting on

the circumstances attending the arrival of certain French aeroplanes consigned on board the S. S. "Chantilly"

would seem to contain sufficient evidence of an indirect

nature to justify representations being made to the

French Government. I would, moreover, invite special

reference to the expression of opinion contained in y second telegram with regard to the violation by the French of the spirit if not of the atriot letter of the

Arma Embargo Agreement.

I would further observe that His Majesty's

Consul-General, Mukden, has informed me that although

he is unable to obtain any positive information of a nature amounting to direct evidence of their employment for military purposes he nevertheless saw last summer at least two French aeroplanes which had been newly
